About Us

Academy for Cooperative Management, Research and Training ( ACMART) a premier Agricultural Co-operative Training Institute ( ACSTI ) runs under the management of the West Bengal State Cooperative Bank Ltd ( WBStCB ). It is  accredited by the Centre for Professional Excellence in Co-operatives ( C-PEC ) , Bankers’ Institute of Rural Development ( BIRD ), Lucknow. ACMART has been rated under B+ category with 708 marks out of 1000 from 01 October 2025 for a period of three years by the Accreditation Team of CPEC BIRD Lucknow. Various training programmes conducted by ACMART are primarily supported under SOFTCOB Assistance from the National Bank for Agriculture and Rural Development ( NABARD ).

The Institute has been rendering quality training and other advisory / consultancy services since 2001 to various officials functioning in the Short Term Cooperative Credit Structure ( STCCS ) in the State of West Bengal. ACMART was adjudged as the third best performing Cooperative Training Institute (CTI ) of the country in the year 2014 by the National Council for Co-operative Training ( NCCT ).

Situated at Bidhannagar Poura Bhavan premises at Sector III, Salt lake, Kolkata, the Institute is having air-conditioned smart classroom having W-Fi connectivity, AC hostels, AC Computer Lab and Library for the participants, public address system, Dining Hall etc besides other recreation facilities viz. indoor games, televisions, daily newspapers , periodicalss etc.

ACMART is also  conducting training programmes through ACMART Farmers’ Training and Rural Development Centre ( AFTRDC ) located at the Regional Office of the West Bengal State Cooperative Bank Ltd at Coochbehar managed by the the Regional Manager of the Bank, primarily catering to the training requirements  of various officials in STCCS of North Bengal Districts.

Vision

The vision of ACMART is to grow as a premier academic institution in the State of West Bengal imparting training for upgradation of skills, knowledge and orientation of the manpower engaged in the Cooperative Sector as also providing research and consultancy services to the related stakeholders.

  • Develop strengthening cooperatives through training, research and consultancy services in the areas of agriculture and rural development.

Organisational Structure

ACMART is governed by a Governing Council ( GC ) consisting of 13 members. The Chairman/ Special Officer of the WBStCB Ltd is the ex-officio Chairman of the Governing Council. The Director, ACMART is the ex-officio Member Secretary and Convenor of the GC meetings being convened generally on a quarterly basis.

Academic Section comprise of the Faculties and take care of  various training related matters,Library as also maintains the Back Office. Administration Section caters to the Fooding and Lodging as also maintains various Accounts of the institute.

Training Policy

In order to enhance the effectiveness of Training, ACMART is following the procedure to impart training of the human resources in the STCCS in West Bengal as also of other Institutions engaged in Priority Sector lendings in the State.

     A.Types of Training

        Trainings imparted by ACMART  are broadly classified into two parts :

  • Standardised Training programmes of CPEC BIRD Lucknow conducted under SOFTCOB financial assistance from NABARD, In house as also On location.
  • Need / Demand based Customised Training programmes are also conducted by ACMART, either In house or On location, as per demand of the client institutions which are generally priced at a subsidised rate.

      B.  Training Process

  • Training Need Assessment ( TNA ) is conducted by ACMART before the commencement of the next financial year for all the member banks and client institutions to assess the training needs, both at individual as also at organisational level.
  • Training Calendar is therefater prepared and finalised in the Syllabus Committee and Client Consultation Committee  meetings before placing it before the Governing Council for approval.
  • Annual Training Calendar, duly approved by the GC, is forwarded  to NABARD , WBRO for approval under SOFTCOB Assistance.
  • It is thereafter circulated to all concerned in advance in soft as also in hard forms for all types of programmes viz In house, On location as also Customised .
  • Performance of ACMART is regularly reviewed in the GC meetings as also by NABARD WBRO through quarterly meetings of the Project Monitoring Committee ( PMC ) as also half yearly conduct of Inspection by them.
  • ACMART is also audited by the Statutory Auditors of the Bank at the time of Annual Closing of Accounts.
