Sri Mohitlal Mandal, Additional Registrar of Cooperative Societies, Govt. of West Bengal (Retired) qualifying in the West Bengal Civil Service Examination joined West Bengal Cooperative Service in 1985. He served in the different districts of West Bengal in his long career as a key person in the Cooperation Directorate. He served as the Chief Executive of Bankura District Central Cooperative Bank Ltd. and Regional Manager of West Bengal State Cooperative Bank Ltd. He was the Principal of Centre for Cooperative Management, Jhargram under West Bengal State Cooperative Union. He served as the Assistant Commissioner, West Bengal Housing Board and General Manager of West Bengal State Cooperative Marketing Federation (BENFED). In his tenure as General Manager, BENFED, the infrastructure in the Cooperative Sector of the State was taken shape by establishment of Warehouses, Cold storage and Seed Processing Units mainly under financial help of RIDF & RKVY. After attaining his superannuation from Government Service, he joined as Director, ACMART since October 2020.

He currently holds the designation of Co-operative Development Officer under the Directorate of Co-operation, Government of West Bengal. He joined ACMART as a Core Faculty Member in February 2024.
He completed his postgraduate studies in Economics from the University of Calcutta in 1991 and entered the service in Co-operation Directorate in 1999 through WBCS Examination. Over the course of his career, he has served in several districts of West Bengal, including Murshidabad, South 24 Parganas, Bankura, Jalpaiguri, and Uttar Dinajpur.
During his tenure, he has worked at the block level as an Inspector of Co-operative Societies and has handled a wide range of departmental responsibilities, including short-term, medium-term, and long-term credit, legal matters, and financial assistance, in his capacity as Development Officer.
He has also served in various roles such as AERO, ARO, AMRO, and APRO, District Master Trainer and has been in charge of different cells under the Election Commission of India (ECI) and the West Bengal State Election Commission (WBSEC).
